Options and Feasibility of a European Refund System for Metal Beverage Cans
Workshops
During the course of the project four workshops will be run in order to gather information from stakeholders regarding the nature and scale of existing problems, and to identify possible solutions. Along with a comprehensive literature review, the workshops are intended to help deliver the following objectives of the study:
- identify the obstacles that fragment the market in terms of metal beverage cans return, with particular attention on border regions;
- identify and assess environmental impacts due to lack of compatibility of national [deposit refund] schemes including assessing of the contribution of metal beverage cans to littering, the impacts on metal cans recycling rates and generally on metal recycling rates, the impact on raw material use;
- identify and assess the economic and internal market impacts due to lack of compatibility of national [deposit refund] schemes including potential trade barriers, cross border competition issues, the impact on economic operators and local authorities, impact on budgetary revenues;
- identify and assess the social impacts due to lack of compatibility of national [deposit refund] schemes including impacts on consumers and labour markets.
Note that the focus of the workshops is on the lack of compatibility of existing national deposit refund systems. As such they will seek to identify and discuss these issues, and will not aim to include a more general debate around the rationale for deposit refund systems. This is in-line with the requirements of the tender specifications as set out by the Commission. The details of the first two workshops are given below.

Copenhagen - Wednesday 30th March 2011, 10.00 to 16.00 hrs, Venue: to be confirmed
This workshop will primarily seek to:
- identify the nature and scale of the private trade of alcoholic beverages between Germany and Denmark / Sweden and the extent to which this is problematic;
- explore the environmental impacts from a lack of compatibility of the national deposit refund schemes;
- explore the financial cost impacts from a lack of compatibility of the national deposit refund schemes; and
- identify pragmatic and realistic solutions to the issues identified.

Please note that if the level of interest in attending this workshop is high, the most relevant stakeholders will be selected in order to limit the number of people attending – this will enable a more efficient and focused debate.
